What are the steps to getting my boat on the lake?

Oswego Lake Villas Easement has seven powerboat slips. 

When one of the slips becomes available, according to our Revised 2015 Bylaws, the slip will be granted based on seniority. 

Seniority is determined by the date the member joined the easement and has made continual payments of dues since joining, has paid all of the special assessments, and remains in good standing. 

Once a member is granted a slip, they have use of that slip until they relinquish it.  

In terms of wait times, it can range widely from just a year to several years.

For example, our newest powerboat slip-holder joined the easement in 2019. 

As of the summer of 2023, fifteen members have expressed an interest in the next available powerboat slip and ten of those fifteen members joined the easement between 2020 and 2022. 

Once a slip becomes available it is not uncommon for those on the waitlist with the most seniority to pass on the opportunity and it is then offered to the next family on the waitlist until the slip is taken.

Over the past two years, six of the seven powerboat slips have been upgraded with solar-powered boat lifts, at the cost of around $10,000-$12,000 each which has added significant value to those with a boat. 

Those lifts were paid for by the member that currently holds the slip and the plan is to have the departing member sell the lift to the member that takes over the slip at an agreed-upon price or else remove the slip to sell to another party outside of the easement.

To operate a boat on Oswego Lake, easement members or shareholders must be current with state regulations; boat tags, and in possession of an Oregon State Marine Board (OSMB) Boater Education Card. You will need to pass a written test to receive this card. Go to www.boatoregon.com and follow the path to OSMB Boater Education Card. The Lake Corp. needs a copy of your Boater Education Card (or equivalent certificate) for our files.

If you are a new owner of the boat, you must supply a copy of the temporary certificate of number.

To be eligible for Oswego Lake licensing, you must first be current with regard to your annual assessment. Assessments are invoiced annually, and mailed out in January.

Prior to licensing a power boat, the Lake Corp. requires a currently valid certificate of boater's insurance on file at the Marina office. The minimum liability requirement is $500K. We request that the LOC be listed as an "additional insured party" on the policy. We require that all boat operators pass LOC written and practical driving tests. The written exam comes from information in the LOC Rules and Handbook. Copies are available at our office. Practical exams (boat driving tests) are scheduled through the LOC office, typically during the months of April through September. All boat drivers must have a Lake Oswego Operator's License.

Your boat must have a properly displayed Lake Oswego boat license. Both the boat and operator licenses are renewed annually.

The maximum boat length is 22 feet. The maximum weight is 3,500 pounds dry unit weight.

No wake enhancement devices of any kind are allowed on the lake. Boats with wake enhancement devices must have them disabled according to LOC-approved guidelines by a LOC-certified boat mechanic prior to being licensed. Owners of these boats must also sign an agreement not to use wake enhancement devices on the lake.

To minimize the risk of introducing non-native plants into the lake, first-time boats coming on the lake must be decontaminated at a LOC-authorized facility. 

When could a new member expect to get a power boat slip? 

It may be as soon as next season or in several seasons, based on the rate that our slips have turned over in the past.

How are the slips assigned? 

Our Bylaws grant available slips based on seniority which is maintained by:
  • on-time payment of club and lake fees every year of membership
  • following all the rules of the club 
  • performing the mandatory week of "Easement Duty" each season. 
What can a member do if they don't want to wait for a boat slip?  

1.)  Share with a current slip-holder or a more senior member that is granted the opportunity to have a boat slip and is open to sharing ownership of the powerboat. Currently, one of the powerboat slips is shared between two members that agreed to share the boat ownership and maintenance fees.

2.)  The Lake Corp allows easement members to trailer their boats into the lake on a daily basis with the condition that that boat would be taken out on the same day by 7pm
  • The LOC has no space to park your car and trailer on the premises.
  • Boats entering the lake must be decontaminated prior to launching.
Our members may keep a boat on their property as we have no neighborhood restrictions against keeping a trailer and/or boat on a driveway or yard but they are not permitted to remain on the street.  The city will tow boats left on the curb.

How can I become a member of the Oswego Lake Villas Club? 

You are allowed to join our club when you become an owner or a tenant of a property that is included in our neighborhood with rights to Oswego Lake Villas:-check with the Lake Oswego Corporation for final determination of easement access.

Steps to join the easement:

  2. Hand carry or mail a check to the OLV Treasurer's home address 
  3. Sign up with the Lake Corp for membership and pay their annual fee
If your rental property comes with an active easement membership your landlord pays the annual dues and your landlord will determine if either the renter or the owner of the property, but not both, will use the membership.

If your rental home does not come with a membership in our club, you would be required to pay an initiation fee, annual swim member fees, and the Lake Corp fees to activate a new membership.

Membership ends when a member sells their home, moves out of their rental home, unless they move into another rental home on our easement's list, or does not pay the Easement and Lake Corp fees by the deadline each year.

May I take a slip if it is offered to me and rent it out to someone who is not in the club? 

No.

May I take a slip and share it with someone who is not in our club but is a member of another easement or a LOC shareholder? 

No.  Only members may use our easement or guests with a member present.  

May I still use my slip if I sell my house? 

No.  Your membership ends when you sell your property.

May I still use my slip if I rent my house to someone else?  

Maybe.  You may use your slip if you rent the home to someone else if you do not give the renter the use of the club membership.  Only one family can use the property's membership at a time.  In that case, you would need to decide if you want to keep your easement membership and/or boat slip for your own use or give it up to your renter.

May I use a boat that I rent or borrow from a friend, but does not belong to me? 

No. Lake Corp rules forbid this practice and they will not allow you to put a boat that is not titled to you on the lake.

Can I keep my boat in the slip even after the summer ends? 

Yes. If you want to do that, all of our members take their boat out by the end of October.  You may put your boat in as early in the season as you wish. Contact the Lake Corp to schedule a ramp time.

If all your slips are not filled in a certain year, can you lease out the empty slip/s to a shareholder or a member of another easement? 

No. Our Bylaws do not permit this practice.  

Can I allow my friend or family member, who is not my child or grandchild, to drive my boat on the lake? 

Yes, but only if that friend or family member is a Lake Oswego Licensed driver by passing the LOC written and practical boating exam, having an Oregon Boater's License and you accompany them in the boat when they are driving it on our lake.
